His position on abortion is long-standing and well-documented; he gone on record as apro-choice politician as far back as 1998, during his time as an Illinois state legislator. However, he has stated throughout his political career that with regard to partial birth abortion a state can restrict late-term abortions. In an April 2008 interview with Fox News, he expressed concern that any such restrictions include a provision to protect the health of the mother.
Though he firmly supports reproductive choice, he has reached out to the pro-life movement. In his words, those who are pro-life "should continue to be able to lawfully object and try to change the laws."
